Financial Assistance

The Enterprise Zone Program has an array of low interest loans to offer businesses in an Enterprise Zone. These loans can be used for real estate acquisition and improvement, new construction, new equipment, machinery and working capital. The rates on these loans are the lowest available in the State of Pennsylvania.

Enterprise Zone Tax Incentives

The Neighborhood Assistance Act provides for tax credits against state taxes to Enterprise Zone firms in the amount of 20% of the funds invested to rehabilitate, expand or improve buildings or land located in a zone. The tax credit may not exceed $ 250,000 annually to anyone company. These credits may be carried over for a period of 5 years.

Enterprise Zone Security Rebate Program

The Enterprise Zone Program offers a two phased program to address crime prevention at your business, both internal and external crime problems. First, AT NO COST, our manager of Crime Prevention Services will consult with you to identify and address your crime concerns.

Second, after meeting with you, the Crime Prevention Manager will be able to offer you a rebate for approved security improvements you make to your facility. Applicants are eligible for rebates of $1 for every $3 spent on pre-approved security improvements. There is a $5,000 limit per building/facility on this rebate. (You do not have to participate in the rebate program to get your free consultation with the Crime Prevention Manager!)

Utility Discount

Both Philadelphia Gas Works (PGW), and the Philadelphia Electric Company (PECO) offer utility discounts to large commercial and industrial users in Enterprise Zones.

Philadelphia Real Estate Tax Abatement

The City of Philadelphia will abate the city real estate tax on the improvement to your land or building. This abatement is for 3 years commencing at the completion of the construction.

Employment and Training Programs

Through the Private Industry Council (PIC), we can arrange on-the-job training whereby employers who hire and train area residents are reimbursed up to 50% of the salary cost during the training period for a maximum period of 20 weeks.
